Joshua Colin was named chief retail and delivery officer and executive vice president in July 2021. In his role he reports directly to the postmaster general. Dr. Colin leads the Postal Service’s strategy to deliver world class service to every American home and business 6 and 7 days a week and transforming Post Offices into destinations that connect and enrich our communities. Dr. Colin oversees all of USPS’ retail and delivery operations to include 430,000 employees, more than 30,000 retail sites, and a fleet of approximately 230,000 vehicles delivering universal service across the nation. He also leads the effort to create organizational insights and drive operational excellence by leveraging technology and data across all retail and delivery operations.
Prior to this role, Dr. Colin held the position of Vice President, Delivery Operations where he increased competency, capability and confidence in our carriers and technology systems; drove performance management, and optimized delivery. He has excelled in multiple performance management initiatives and is committed to developing future Postal Service leaders by coaching in operational excellence.
A 35-year Postal veteran, he brings extensive knowledge and experience to all facets of postal operations. In a previous role, Josh served as Vice President, Area Operations, Eastern Area. In this position, Josh was responsible for postal operations—including mail processing and distribution, customer service and administrative operations—over a geographic area including Pennsylvania, Ohio, Tennessee, West Virginia, Delaware, Kentucky, Central and South Jersey, Western New York, and portions of Virginia and Indiana. In this role, Josh achieved breakthrough performance results for the Postal Service.
Dr. Colin holds a Ph.D. in business administration from Trident University International, and dual master’s degrees in human resources management and public administration from Wilmington University. He is a trained Green Belt Lean Six Sigma Executive, a graduate of the Advanced Leadership Program, and has completed phases I and II of the Postal Service Executive Development Program and the Processing and Distribution Management Program.
