David Lemmon

David Lemmon is a seasoned professional in operations and energy efficiency, currently serving as the Director of Operations & Delivery at Utility Energy Services since April 2022. Prior to this role, David held various positions at ICF from January 2016 to April 2022, including Manager, Associate, and Energy Efficiency Analyst. David gained valuable experience as a Legislative and Cabinet Affairs Intern in the Office of Governor Mark Dayton from January to May 2015 and as a Policy Fellow at the Amherst H. Wilder Foundation during the summer of 2014. Academically, David earned a Master of Public Policy with a focus on Energy and Environmental Policy Analysis from the Humphrey School of Public Affairs between 2013 and 2015, and a Bachelor of Arts in Political Science and History from the University of Wisconsin-Madison from 2009 to 2013.
