As Utility’s Director of Proposal Generation, Joyce will focus on implementing processes and efficiencies in the proposal development process, and support Utility’s continued business growth in the next generation of innovative, ground-breaking digital evidence management technology.

Joyce has over 20 years of professional experience providing business development, marketing, and proposal management expertise (including opportunity identification and assessment, capture management and proposal development) to various information technology, telecommunications and security management organizations. Her strong professional foundation in federal, state and local government markets has facilitated the growth of companies transitioning from small entities to large, global, mission critical enterprises.

Hailing from the great state of West Virginia, Joyce holds a Bachelor’s of Business Administration from Marshall University.
