David L. Foreman, CPA, has extensive experience in financial leadership across various sectors, particularly in nonprofit and educational organizations. Currently serving as Chief Financial Officer at Opportunity Council since January 2015, David oversees financial and business operations for a tri-county Community Action Agency with an annual budget exceeding $60 million. Prior roles include Operations and Finance Manager at the University of Washington, where David managed a $40 million grant-funded program focused on early childhood education, and Financial Management Specialist at FHI 360, developing training materials for grant compliance. David also held positions at the Office of Head Start and E Center, providing expertise in fiscal governance, risk assessment, and policy implementation. Early career experience includes progressive roles within the Seventh-day Adventist Church, encompassing responsibilities in accounting, auditing, and financial administration. David holds a BBA in Management and Accounting from Andrews University and completed undergraduate studies in the same field at Canadian University College.
