Matthew Finlayson

Matthew Finlayson is an experienced IT professional with a strong background in information technology and management. Currently serving as IT Manager at Vancouver Housing Authority since May 2017, Matthew has developed full stack skills in MERN and has expertise in Chrome browser extension development. Prior experience includes over 13 years at Washington State University as an Information Systems Specialist, where responsibilities encompassed data center architecture, network administration, and cloud services. Additionally, from December 2006 to 2013, Matthew was the Managing Director of Black Pearl Trading, LLC. Matthew holds a Bachelor's degree in Management and Information Technology from Washington State University and a high school diploma from Idaho Falls High School.

Serving Clark County, Washington Our mission is to provide opportunities to people who experience barriers to housing because of income, disability or special needs in an environment which preserves personal dignity, and in a manner which maintains the public trust. VHA accomplishes this mission in several ways: * We provide subsidized housing for about 3,400 households, or approximately 6,800 people, in our community through subsidized rental properties we own or manage and through Section 8 Housing Choice Vouchers that allow people to choose where they wish to live. * VHA and our community partners provide a variety of education, employment and social services to subsidized residents. For seniors and clients with disabilities, this means a safe, stable place to live and an improved quality of life. For work-able families, this means opportunities to become self-supporting. * VHA builds low, moderate and mixed-income communities that provide affordable housing and popular places for businesses.  * VHA works with social service agencies to develop supportive housing and shelters for homeless people and people with physical or mental disabilities. * VHA contributes to the local economy through rental subsidies paid to landlords and the money invested in the construction of affordable housing. * VHA works closely with local governments and other community partners throughout Clark County to address issues of affordable housing and homelessness and help families break the cycle of poverty. All of which make our community more affordable, safer and more enjoyable for everyone.
