Jessica Hill, SHRM-CP, has extensive experience in human resources and operations management, currently serving as the Director of Operations at Vermont League of Cities and Towns since July 2022. Previously, Jessica held the position of Director of Human Resources, transitioning into that role in July 2017 after moving from Manager of Human Resources and Administration in July 2012, following 17 years in various roles at VLCT. Jessica's earlier career included serving as Executive Director for the Green Mountain Water Environment Association from 2000 to 2008, where responsibilities encompassed association management, membership services, and event coordination. Jessica holds education from Community College of Vermont and Vermont Technical College.

Founded in 1967, the Vermont League of Cities and Towns (VLCT) is a nonprofit, nonpartisan organization that serves Vermont's municipal officials. The League provides: ■Educational workshops and consulting advice for municipal officials so that they can deliver excellent service to their citizens; ■Information for the public so that it can better understand local government; ■Support for legislation that strengthens local government; ■Comprehensive insurance coverage for municipalities; and ■A Municipal Assistance Center for consultation on a wide range of municipal issues.
