Penny Edmiston is a 28-year resident of the Victor Valley, coming to the area not long after graduating from Arizona State University. She currently serves as the Board Clerk. She has dedicated her life to education as a longtime elementary school teacher, teaching grades 3-6 in the Victor Elementary School District. She joined the Victor Valley Union High School District Board of Trustees in 2014 and was reelected in 2018.
