David C. Brown

David Brown currently serves as the Chairman and Chief Executive Officer of Victory Capital Management since 2004, and holds the position of Trustee for the Victory Capital Mutual Funds. In addition, David has been a Board Trustee at USAA Mutual Funds since July 2019 and served on the Board of Cerebellum Capital, Inc. from July 2017 to March 2020. Prior to these roles, David was the CFO and COO at Gartmore Emerging Managers, where responsibilities included building investment management teams, and held multiple senior positions, including CFO and Chief of Staff for an international investment management firm. David's career began at Ernst & Young as a Manager in Assurance and Advisory Business Services focusing on financial services. Academically, David holds an MBA from the Weatherhead School of Management at Case Western Reserve University and a Bachelor of Arts in Accounting and Political Science from Ursinus College.
