Vladimir Gurshpun is an experienced finance professional with a strong background in budget management and analysis. Currently serving as Budget Manager at the Virginia Department of Emergency Management since May 2016, Vladimir previously held the position of Budget & Performance Analyst at the Virginia Department of Transportation from December 2011 to May 2016. Prior roles include Accountant at McKesson and Performance Food Group, and IT Finance Analyst at the Federal Reserve Bank. Vladimir began the finance career as an Accountant at MSL. Educationally, Vladimir holds a Master of Business Administration (MBA) from Virginia Commonwealth University, obtained between 2004 and 2006.
