Dale R. Totten

Richmond District Engineer at Virginia Department of Transportation

As Richmond District Engineer, Dale Totten leads the transportation program for 14 counties within the district, which covers more than 18,000 lane miles of highway and more than 3,000 structures. He also supports highways in four cities and 15 towns.

Dale has 34 years of engineering experience. He joined VDOT in 2003 as an assistant resident engineer for the Chesterfield Residency. Since then, he has worked as a resident engineer in the Chesterfield Residency, regional traffic engineer in central region operations and district maintenance engineer for the Lynchburg District. For the past three years, Dale has served as Richmond District’s deputy district engineer. Prior to joining the agency, he held engineering roles in the private industry.

Dale has been involved with many projects of note during his time with VDOT including the completion of Route 288, the widening of Route 360 from Swift Creek to Spring Run Road, the widening of Route 10 from Greenyard Road to Frith Lane, the I-95/Temple Avenue Roundabout improvement project, the Route 10 Superstreet project, the reconstruction of the Appomattox Bypass (Route 460) pavement, the response, recovery and restoration work in Chesterfield and Powhatan Counties after Tropical Storm Isabel and Hurricane Gaston and the response, recovery and restoration work after Hurricanes Florence and Michael in the Lynchburg District.

A licensed professional engineer, Dale earned a bachelor’s degree in civil engineering from The Pennsylvania State University.
