David Cobb

David Cobb, P.E. is an experienced traffic engineer currently employed with the Virginia Department of Transportation since March 2021. Previous professional roles include traffic engineer positions at toXcel, LLC and Kimley-Horn and Associates, Inc., where responsibilities encompassed safety studies, traffic volume data collection, intersection evaluations, and design, as well as signal warrant analyses and construction cost estimation. Earlier experience includes engineering work at SCS Engineers focused on construction quality assurance for environmental projects and civil AutoCAD design, and a position as a transportation analyst with NYSDOT, where vehicle crash analysis and countermeasure proposals were conducted. David Cobb holds both a Bachelor of Applied Science and a Bachelor of Science in Civil Engineering from Virginia Tech, obtained between 2008 and 2012.
