Jill Guice

Jill Guice, SPHR, CCP, currently serves as the Assistant Division Administrator for HR Operations at the Virginia Department of Transportation, a position held since 2004, where Jill works collaboratively with the Division Administrator to ensure effective HR service delivery aligned with agency needs and values. Previously, Jill held the role of Human Resource Manager, providing strategic leadership across various HR functions for the Northern Virginia District. Prior experience includes progressively responsible HR roles at the Metropolitan Washington Airports Authority, where Jill specialized in compensation program development, and as a Senior Consultant at Bay-River Associates, focusing on job evaluation and classification studies for public-sector clients. Jill holds a Master's degree in Administration with a concentration in Human Resources from The George Washington University and a Bachelor's degree in Political Science from the University of Maryland Baltimore County.
