Roy Soto, PE, PMP, currently serves as the Director of the Project Management Office at the Virginia Department of Transportation since November 2019, following roles as Richmond District Assistant Location & Design Engineer and Engineering Project Manager. In addition, Roy Soto has been a Partner at Ideas PREP since September 2009. Prior experience includes positions at the Virginia Department of Health from September 2013 to November 2019, where Roy Soto served as Project Engineer, Acting Director of the Division of Technical Services, and Special Projects Engineer. Additional roles include Business Development Manager at CA Engineering of Virginia and various engineering and management positions at RER Environmental Engineering Services, Interiores Soto, D+M, SCA Consulting Group, and Construcciones Roalca. Roy Soto holds a Bachelor of Science degree in Civil Engineering from the Polytechnic University of Puerto Rico, earned between 1999 and 2004.
