Jahlia Daly is an accomplished professional with extensive experience in program management, contracts and grants administration, and human services. Currently serving as a Contracts and Grants Administrator at Boulder County since April 2024, Jahlia manages the full lifecycle of contracts and grants. As a Program Manager with Volunteers of America Colorado since October 2017, focus is on empowering vulnerable families in rural Colorado through case management and financial assistance. Previous roles include Human Services Investments Manager for the City of Boulder and Homeless Programs Specialist for the Colorado Department of Local Affairs, where management of federally funded housing programs for chronically homeless individuals was a priority. Jahlia's early career includes a Clinical Case Manager position at Aurora Mental Health Center, supporting homeless veterans.
