Timothy L. Horner

Partner at Warner Norcross & Judd LLP

The recipient of many prominent regional and national honors for delivering high-quality client service, Tim Horner focuses on corporate, securities and business transactions and on charitable organization investment. Tim’s notable proficiency in corporate, securities and financial services law informs both areas of law, and he brings three decades of experience in the negotiation and implementation of complex commercial, business and finance transactions to his clients’ matters.

Tim advises public and private business clients, governmental agencies, nonprofit organizations and financial institutions in a variety of endeavors. He currently serves as the lead U.S. counsel for the Windsor-Detroit Bridge Authority on the construction of the $4.4 billion Gordie Howe International Bridge, a large US-Canadian project. Upon completion, the bridge will span the Detroit River and the two countries’ border. He takes pride in offering legal and business guidance on these important projects, which often generate good jobs, drive commerce and enhance communities in many ways.

Additionally, Tim is a nationally recognized attorney on the federal and multistate securities laws requirements for nonprofit organizations. He has advised dozens of organizations on issues involved in securities offerings totaling more than $3.5 billion in 2021. He represents groups that offer or manage investment opportunities in the form of charitable investment pools, notes, bonds, investment certificates and various types of fixed income investments.

Tim has counseled multiple nonprofit clients in the selection, establishment and operation of various types of investment vehicles, including nonprofit corporations, nonprofit LLCs, charitable trusts and statutory trusts. He feels extremely fortunate to be involved in helping these benevolent organizations prosper and fulfill their missions and gets great satisfaction out of providing them with excellent legal guidance.

No matter what type of issue he’s handling, Tim draws on his keen ability to think through and analyze thorny, complex problems; come up with multiple potential solutions; clearly convey the pros and the cons of each of them to clients; help them choose the best path forward; and then take them down that road. A believer in frequent communication, Tim discusses ways he can best help clients marry practical legal solutions to business or charitable objectives.

Tim was named by Michigan Lawyers Weekly as one of 2019’s “Leaders in the Law.”
