Eleanor Blackburn

Eleanor Blackburn is currently the Head of Inclusive Growth and Partnerships at Warrington Borough Council. Eleanor has extensive experience in strategic partnerships and commissioning, as well as project and policy management. Prior to their current role, Eleanor worked at Healthwatch Wigan and Wigan Council in various positions related to partnerships and policy analysis. Eleanor holds an MBA in Urban Regeneration from the University of Liverpool and a BA in Applied Social Science from Lancaster University.
