Justin Duncan has a diverse work experience in the field of emergency medical services. Justin served as the Chief Executive Officer at Washington County Ambulance District, where they provided leadership and oversight for various divisions and programs, including emergency response, transport services, public education, and quality improvement. Justin also played a role in managing partner engagements and grant projects. Justin was a founding partner at Missouri Highlands MIH Network and Washington County Mobile Integrated Healthcare Network, contributing to the development of these organizations. Additionally, they served as the President of the Missouri Emergency Medical Services Association and as a Board Member, advocating for the advancement of EMS in the state. Justin has also held positions such as Chief Medical Officer at Valle Ambulance District, EMS Coordinator at Mercy Hospital Jefferson, Chief Medical Officer at Survival Flight, Area Clinical Services Manager at Native Air, and Critical Care Paramedic at Summit County Ambulance. In 2020, they became the Director of EMS Education at Mineral Area College.

Justin Duncan has a Master of Public Administration - MPA degree in Emergency Services Administration from Columbia Southern University, which they obtained from 2021 to 2023. Justin also holds a Bachelor of Science - BS degree in Emergency Medical Services Administration from the same university, earned between 2017 and 2019. Before attending Columbia Southern University, Justin attended Northern California Training Institute from 2003 to 2005 and Allan Hancock College in 2001 to 2002, where they obtained a Mobile Intensive Care Paramedic certification and studied Emergency Medical Services as an EMT-B (CA) respectively. Justin also has several additional certifications, including Critial Care Emergency Medical Transport Paramedic from the University of Maryland Baltimore and various certifications related to EMS education and paramedic work.
