Rachelle Whitacre

Rachelle Whitacre is a seasoned professional in regulatory affairs with extensive experience in the energy and telecommunications sectors. Currently serving as Senior Vice President of Regulatory Affairs at Washington Gas since September 2025, Rachelle leads interactions with regulatory bodies and advocates for the company's interests. Previously, Rachelle held the position of Director of Regulatory Affairs at Nicor Gas from March 2019 to September 2025, developing regulatory strategies for Illinois' largest natural gas utility. Rachelle also contributed to Virginia Natural Gas in various roles focused on regulatory and external affairs, holding the position of Director of External Affairs and Director of Regulatory Affairs. Earlier experience includes project management in regulatory services at Amerigroup Corporation and a director role in regulatory affairs at Cox Communications. Rachelle has a Master of Arts in International Policy Analysis from the University of Denver and completed an Executive Finance Program at The University of Chicago Booth School of Business.
