Tom Bulger

Director at Washington Metropolitan Area Transit Authority

Tom Bulger, was appointed to the Metro Board in July 2011 as an Alternate Director for the District of Columbia. He is President of Government Relations Inc, and has been a federal advocate and policy consultant who represents private and public clients before the Congress and the Administration. After spending the first few years of his career in the Office of Management and Budget in Fairfax County, VA, Mr. Bulger was an environmental policy director and legislative representative at the National Association of Counties. During this period he worked to secure federal programs and funding that helped the nation's counties. Of particular interest were environmental initiatives affecting the Resource Conservation and Recovery Act, the Clean Air Act, and federal transportation legislation.

As the Director of Policy and Legislation at the Metropolitan Transportation Commission and Tolling Authority for the nine-county San Francisco Bay Area, he was instrumental in modifying the Federal Transit Urban Formula program in 1982. He has also had extensive involvement with the Federal New Starts program, federal housing programs, the creation of the Congestion Mitigation and Air Quality program, and the 1990 Clean Air Act and federal project funding strategies.

Mr. Bulger had the honor of serving as policy advisor to the National Surface Transportation Policy and Revenue Study Commission created by SAFETEA-LU. This Commission is considered the most important commission to be formed since the Clay Commission in the 1950s that created the federal highway system. This Congressional Commission was tasked with plotting a course for the federal transportation system for the next 50 years. He is an undergrad and grad school alumnus of West Virginia University, Morgantown, WV. He is married to Diana K. Bulger.
