Carla Fransen

Carla Fransen holds extensive experience in sustainability, finance, and ICT project management, currently serving as a Beleidsadviseur Energietransitie, Kwartiermaker Circulaire Economie, and Project Manager at Gemeente Apeldoorn since September 2003, focusing on the municipality's goal of becoming energy-neutral by 2030. Carla has also worked as Sr. Adviseur Energieneutraliteit, Financial Assistant at Stadsbank, Controller, and various roles related to ICT at multiple organizations, including Waterschap Vallei en Veluwe and ING Bank. Educational qualifications include advanced degrees in Business Science and Finance & Control from the University of Twente and Nyenrode Business University, and a recent certification as a Lifestyle Coach. Additionally, Carla served as a member of the Executive Board for the Party for the Animals and contributed to VNG's efforts regarding the Participation Act.
