Heidi L. Wagner

Heidi Wagner is the current Director at WAVE Life Sciences. Prior to their current position, they served as Senior Vice President of Government Affairs & Policy at Global Blood Therapeutics from August 2018 to December 2020. In this role, they were responsible for directing the company’s Government Affairs activities globally, including all issues and discussions relating to government policy, pricing, reimbursement and patient access, as well as patient advocacy. Heidi managed a team of 24 across offices in Washington, DC; Miami, FL; Brussels, Belgium; Zurich, Switzerland; and Toronto, Canada. Heidi was also a member of the Executive Committee and Chair of the internal Pricing & Reimbursement Committee.

Wagner has extensive experience in developing and implementing strategies with key external government stakeholders (e.g., U.S. Congress, EU Parliament) on a broad range of activities globally, including engagement on legislative and regulatory policy issues impacting their company and the biopharmaceutical industry, as well as engagement with patient advocacy organizations. Heidi has also led funding negotiations and global strategy to ensure patient access to their company’s portfolio of products (Soliris, Strensiq and Kanuma).

In addition to their work in government affairs and policy, Wagner has also overseen the evaluation and assessment of product candidates and other business development-related opportunities. Heidi has also been successful in securing enactment of favorable policy provisions in legislation globally, including the elimination of lifetime and annual caps in the Affordable Care Act (ACA), and favorable orphan drug provisions in the U.S., Spain, Italy and Germany. Finally, they established and led a broad industry coalition on U.S. biosimilars policy; managed strategy leading to successful enactment of Biologics Price Competition and Innovation Act (BPCIA) under the ACA.

Heidi L. Wagner received their Juris Doctor from George Mason University - Antonin Scalia Law School and their Bachelor of Science in Journalism & Mass Communication (With Honors) from the University of Colorado Boulder. Heidi is certified by the New Jersey State Bar Association as a Member and by the Pennsylvania State Bar Association as a Member.
