Adam Fischer

Senior Director at Waxman Strategies

Adam Fischer is a Senior Director in the Environmental Policy Practice at Waxman Strategies. He brings nearly a decade of experience working on climate and clean energy issues to the firm.

Adam has dedicated his career to climate action. Before joining Waxman, he worked for the U.S. House Committee on Energy and Commerce, where he covered a broad range of climate, energy, and environmental policy issues — including climate finance, clean energy supply chains, clean transportation, and the circular economy.

Adam played a key role in developing the Climate Leadership and Environmental Action for our Nation’s (CLEAN) Future Act of 2021, the first comprehensive climate bill in the House in more than a decade. He also led the development of major climate provisions in the Build Back Better Act of 2021. Throughout his time in the House, Adam worked closely with Member offices and the broader stakeholder community to develop and advance bold, inclusive climate solutions.

Adam previously worked at Booz Allen Hamilton, where he supported the U.S. Department of Energy’s Advanced Research Projects Agency-Energy (ARPA-E). At ARPA-E, he worked with project teams to commercialize high-risk, high-reward clean energy technologies. This included evaluating policy and regulatory considerations in both emerging and established markets, with the goal of ensuring that funded technologies had a path to commercialization.

Earlier in his career, Adam did brief stints at the U.S. Senate Committee on Energy and Natural Resources, Duke University’s Nicholas Institute for Environmental Policy Solutions, and the White House Council on Environmental Quality.

Adam holds dual Masters’s degrees in Environmental Management and Public Policy from Duke University and a bachelor’s degree in Political Science from Tufts University. He lives in Washington, D.C., with his dog Buster.
