Sarah Goodell

Sarah Goodell is an independent health policy consultant whose work has focused on the Affordable Care Act, health insurance, health financing, and health delivery systems. For the past 4 years she has served as director of the Synthesis Project, funded by the Robert Wood Johnson Foundation, following 3 years as its associate director. At the Synthesis Project she oversaw projects on a variety of topics including risk adjustment, Medicaid managed care, the primary care workforce, care management, and medical malpractice. Prior to her work as a consultant, Goodell spent 5 years as a policy analyst in the Office of the Assistant Secretary for Planning and Evaluation (ASPE) at the U.S. Department of Health and Human Services. Her work in the ASPE focused on private insurance and patient protections, including external appeals and privacy. Goodell holds a B.A. from the University of St. Thomas in St. Paul, Minn., and a M.A. in public administration with a focus on health policy from the Humphrey Institute at the University of Minnesota.
