Paul Rugge

Paul Rugge has extensive experience in the water industry. Paul began their career at Cucamonga Valley Water District, where they worked in various roles, including water treatment operations and risk management. In 2005, they joined Western Municipal Water District as the Manager of HR and Administration. Paul later became the Chief Administrative Officer, overseeing various departments such as Human Resources, Information Technology, and Governmental Relations. In 2012, Paul Rugge was promoted to Director of Operations, where they managed a large team and oversaw the operations of two wastewater treatment plants and retail and wholesale water services.

Paul Rugge has a strong educational background in various fields. Paul began their education journey at Chaffey College from 1994 to 1998, where they obtained an AS degree in Physical Science. Continuing their academic pursuits, they attended the University of La Verne from 1998 to 2001, earning a BS degree in Public Administration. Paul further enhanced their knowledge and qualifications by attending Chapman University between 2001 and 2005, where they obtained an MS degree in Human Resource Management. These academic endeavors demonstrate Paul's commitment to gaining expertise in multiple fields and their dedication to personal and professional growth.
