Ann Rubino, MSPH, FACHE, CMS, CPHQ has diverse and extensive work experience in healthcare administration. Ann currently serves as the Chief Operating Officer at Western North Carolina Community Health Services (WNCCHS) since April 2021. Prior to that, Ann worked as the Director of Clinical Operations at Providence Community Health Centers from October 2019 to April 2021. Ann also held the position of Assistant Vice President and Chief Operations Officer at South County Health's South County Medical Group from July 2013 to August 2019. Ann served as the President of the Rhode Island Chapter of the American College of Healthcare Executives (ACHE) from January 2017 to January 2019. Earlier in their career, they were the Vice President of Physician Practices at Augusta Health and the Director of Physician Practice Operations at Children's Healthcare of Atlanta.

Ann Rubino, MSPH, FACHE, CMS, CPHQ has a Master of Public Health (MSPH) degree from the University of North Carolina at Chapel Hill. Ann also holds a Bachelor of Arts (BA) degree from Providence College. In addition, Ann has obtained a Six Sigma Green Belt certification from Villanova University. Ann has several additional certifications including being a Certified Professional in Healthcare Quality (CPHQ) from the National Association for Healthcare Quality, a Change Management Specialist from the Management and Strategy Institute, and a Fellow of the American College of Healthcare Executives.

Western North Carolina Community Health Services (WNCCHS)

WNCCHS is a Federally Qualified Health Center (FQHC) that provides medical, dental, and behavioral health services to approximately 15,000 patients in Western North Carolina. We are a private, non-profit organization with locations in Buncombe and McDowell counties, as well as a traveling mobile clinic. WNCCHS offers sliding fee scale discounts for all patients and our 340B Pharmacy gives them access to discounted pharmacy services. As a FQHC, WNCCHS maintains a patient-majority Board of Directors that reflects the people we serve — ensuring that our organization and the care we provide are directly impacted by real patients and members of our community. WNCCHS helps address social determinants of health through a variety of programs. We are the only FQHC NCDHHS Healthy Opportunities network provider in the region. WNCCHS is also the only FQHC in the region with a Medical Legal Partnership, which addresses patients’ health harming legal needs. WNCCHS provides HIV services to an 18-county service area of Western North Carolina through the Ryan White Program, serving approximately 800 patients. We also provide HIV prevention services and embrace universal HIV testing for all of our patients. The WNCCHS Transgender Health Program provides culturally competent, high quality trans health care to more than 500 patients. As a Community Health Center, social justice is woven into the fabric of WNCCHS.
