Todd has a Master of Science degree in Agricultural & Resource Economics from the University of Arizona and specializes in economic impact analysis for water projects. Todd also conducted water demand studies and collaborated with various specialists during their time at the University of Arizona Department of Agricultural & Resource Economics.
