Rocio Concha Galguera

Rocio Concha Galguera serves as the Director of Policy and Advocacy and Chief Economist at Which?, where responsibilities include leading policy, external affairs, campaigns, and strategic insight teams to achieve the organization's purpose. Rocio is a Non-Executive Board Member at Consumers International and the Ada Lovelace Institute, and has held a Board Member/vice-president position at BEUC since 2025. Prior experience includes leading competition and regulatory reform at Royal Mail and serving as Deputy Chief Economist at the Department of Energy and Climate Change.
