David Bowker is a seasoned legal professional currently serving as a Partner and Chair of International Litigation at WilmerHale, a position held since 2002, alongside managing the Washington Office. Bowker also contributes to academia as an Adjunct Professor at the University of California, Berkeley since January 2017, and previously held the same role at Georgetown University from 2010 to 2017, focusing on Advanced International Commercial Arbitration. Additional teaching experience includes a position at the Benjamin N. Cardozo School of Law between 2003 and 2007. Prior to entering private practice, Bowker was an Attorney-Adviser with the U.S. Department of State and worked on the National Security Council staff at the White House. Educational credentials include a Juris Doctor in International Law from the University of California, Berkeley, a Master of Arts in Law and Diplomacy from The Fletcher School at Tufts University, and a Bachelor’s degree in Political Science from UCLA.
