Frank Carroll III

Frank Carroll III is a double board-certified attorney specializing in real estate matters at Winstead PC since October 2020. Previously, Frank served as a City Councilman for Ward A in the City of Katy from September 2018 to November 2020 and was a shareholder and partner at Roberts Markel Weinberg Butler Hailey PC from December 2011 to October 2020. Frank's legal experience includes judicial internships with the United States Court of Appeals for the Fifth Circuit and the United States District Court for the Southern District of Texas, as well as summer associate positions at various law firms. Frank holds a Doctorate of Jurisprudence from the University of Houston Law Center and a Bachelor of Arts with honors in Political Science from UC San Diego, along with a certificate in Advanced Commercial Arbitration.
