Mark Higley

Mark Higley is an experienced professional in transportation finance and project management, currently serving as a Transportation Fiscal Analyst and Finance Project Manager at the Wisconsin Department of Transportation since November 2007. Higley has led finance, program and document controls, and DBE outreach efforts for major projects including the US Hwy 41 and Wis 441 Mega-Projects. Prior to this, Higley held several roles including DOT Supervisor and Program and Planning Analyst. Additionally, Higley served as an Adjunct Lecturer at the University of Wisconsin Oshkosh from January 2015 to May 2017. Previous experience includes managerial positions at Thrivent Financial for Lutherans and Square D Company, as well as roles at CUNA Mutual Group and Copps. Academically, Higley holds an MBA and a BBA in Management Information Systems from the University of Wisconsin–Oshkosh.
