Julia Rafal-Baer

Julia Rafal-Baer is an accomplished leader and educator with extensive experience in education strategy and policy. As the CEO and Co-Founder of ILO Group, Julia directs a women-owned firm that partners with school districts and states to implement high-priority initiatives. In addition, Julia is the founder of Women Leading Ed, a nonprofit network advocating for women's leadership in education, and a co-founder of The Forum for Educational Leadership, aimed at developing diverse educational leaders. Julia serves as a General Public Representative on the National Assessment Governing Board, where involvement includes roles on various committees. Previous positions include Chief Operating Officer at Chiefs for Change, Assistant Commissioner at the New York State Education Department, and Manager of the Urban Assets Initiative at New Profit Inc. Julia's education credentials include a PhD in Education from the University of Cambridge, along with various executive education programs from Harvard Kennedy School and Columbia Business School.
