Pamela Massey serves as the Senior Program Manager at the Workforce Council of Southwest Ohio since July 2022, currently acting as the interim director, providing leadership and oversight for the OhioMeansJobs public workforce system in the Cincinnati-Hamilton County area. Previously, Pamela held the position of Clinical Supervisor at Sunrise Treatment Center from April 2018 to July 2022, where responsibilities included supervising clinical staff and recruitment. Earlier experience includes serving as a Talent Acquisition Partner at National Express Transit Corporation from March 2014 to November 2016, focusing on full-cycle recruitment and developing innovative recruitment strategies. Pamela is pursuing a Master of Social Work at Northern Kentucky University and holds a Bachelor’s degree in Human Resources Organizational Management from Colorado Christian University, along with a Bachelor’s degree in Liberal Arts from Xavier University.

Workforce Council of Southwest Ohio
We are an independent, nonpartisan organization focused on workforce development and innovation in Cincinnati and Hamilton County. Our diverse Board of Directors are comprised of regional leaders from business, education, organized labor, non-profit, and government. We oversee and implement the local area’s Workforce Innovation and Opportunity Act (WIOA) and collaborate with regional workforce partners to help strengthen the Tristate’s workforce ecosystem. We lead this work by setting the vision, policy, and performance expectations for the OhioMeansJobs (OMJ) regional workforce development system. The OMJ system and partners serve employers, job seekers, dislocated workers, veterans, youth & young adults, individuals with disabilities, returning citizens, and more. SWORWIB (SouthWest Ohio Region Workforce Investment Board) is now Workforce Council of Southwest Ohio.
