President & Chief Executive Officer at Workforce Snohomish

Joy (Howland) Emory has held various roles throughout their work experience. Joy was most recently the President & Chief Executive Officer of Workforce Snohomish, a position they held from July 2020. Prior to that, they served as the Interim Chief Executive Officer from January to July 2020. Joy also worked as the Director of Development & Communication at Workforce Snohomish from February 2019 to January 2020.

Before their time at Workforce Snohomish, Joy worked at the University of Washington, Bothell as an Institutional Grants & Evaluation Specialist from March 2016 to January 2019.

From 2012 to 2016, Joy held the position of Director of Grants & Special Projects at Edmonds Community College. Their primary responsibilities included the development of federal and private grant resources, as well as the development of special projects focused on employer-college relations and entrepreneurship education. During their time at Edmonds Community College, they secured a $3 million grant award from the Department of Labor for a project in Information Technology.

Prior to that, Joy worked as a Social Entrepreneur & Industry Consultant at Howland Consulting from July 2005 to July 2012.

From December 2009 to April 2012, they served as the Associate Dean of Resource Development & Institutional Effectiveness at Lake Washington Institute of Technology. In this role, they oversaw two divisions of College Advancement and was responsible for managing a Title III grant, updating and managing the institute's strategic plan, and leading the development of the institute's Core Themes.

Joy also held various roles at different organizations earlier in their career, including Consulting IT Sector Manager at the Washington Technology Industry Association from August 2009 to March 2010, Seattle Conference Chair at Seattle SIM (Society for Information Management) from August 2008 to November 2009, and Program Manager at the Pacific Northwest Economic Region from October 2006 to November 2008.

Joy began their career as the Development Director at RATEC from January 2001 to August 2005, and as a Workforce Project Manager at the Washington Technology Industry Association from September 2000 to July 2001.

Joy (Howland) Emory completed their education history with a Master's Degree in Communication Leadership, Communities & Networks from the University of Washington, starting in 2013 and ending in 2015. Prior to this, they obtained a Bachelor of Arts in Communication from Western Washington University, between 1997 and 2000.
