Lourdes Montenegro is an experienced professional in research, digital transformation, and internet policy, currently serving as the Research and Digitalisation Director and leading the Digital Sector Transformation at the World Benchmarking Alliance since November 2018. Prior to this role, Lourdes was a PhD candidate at the Lee Kuan Yew School of Public Policy, specializing in internet policy, where notable work included quantitative analysis of internet performance data and organizing key industry conferences. Additional experience includes roles at the International Telecommunication Union, focusing on regulatory affairs and economic analysis within the ICT sector, and academic positions at the University of San Carlos in the Philippines. Lourdes holds an MPhil in Environmental Economics from the University of Cambridge and a PhD in Public Policy from the National University of Singapore.
