Phil Noble is the founder of World Class Scholars since 2014. Prior to this, they have been a digital innovator in the global civic sector at a company established in July 1994. Phil Noble is also the owner of Phil Noble & Associates since 1979. Furthermore, they are the co-founder of Envision South Carolina, which aimed to make South Carolina 'world class and globally connected'. Phil Noble holds a BS in History & Political Science from Birmingham-Southern College and has also completed a residency at Harvard University's Institute of Politics, Kennedy School of Government in 2001.

World Class Scholars
World Class Scholars(WCS), a real time online education and cultural exchange program, will be launched globally to further Expo’s goal of connecting minds and creating the future. And, the program will continue after Expo as a legacy project to create millions of global classroom partnerships for years to come. WCS will be the place where teachers and students around the world ‘connect, learn and share.’ Just as dating sites link two people for romance – WCS will match teachers and students for learning. WCS will be the centerpiece of a ‘Classroom of the Future Showcase’ and exhibit at EXPO. EXPO will be a once-in-a-lifetime celebration – the largest event ever staged in the Arab world. It will welcome 190 participating countries, their invited heads of state and 25+ million global visitors. This makes Expo the perfect place to launch this bold and innovative globally important education program. The audacious goal of WCS is to connect a minimum of 3 million classrooms in the year of EXPO 2020 and 15 million more classrooms in three years.
