Luther Blackburn

Luther Blackburn currently serves as the Executive Director of Ypsilanti Community Utilities Authority, a position held since November 2021, where responsibilities include providing leadership and serving as a liaison between the Authority and local governing boards and citizens. Previous experience includes managing wastewater operations for Great Lakes Water Authority from April 2017 to November 2021, where compliance and operational management of water resource recovery facilities were key duties. Luther Blackburn also taught Environmental Science at Washtenaw Community College from August 2017 to December 2019 and held various roles at Ypsilanti Community Utilities Authority from 1998 to 2017, including Director of Wastewater Operations/Compliance and Laboratory/Industrial Surveillance Supervisor. Academic qualifications include a Master of Science in Environmental Science from the University of Michigan-Dearborn, a Bachelor of Science in Technology Management from Eastern Michigan University, and an Associate of Applied Science in Natural Sciences from Washtenaw Community College, accompanied by a Manufacturing and Industrial Computing Certificate.
