Thomas Kelly

Thomas Kelly currently serves as the Director of Evidence for Policy and Learning at the International Initiative for Impact Evaluation (3ie) since July 2023, where the focus is on enhancing evidence cultures and promoting the practical application of evidence. Previously, Thomas Kelly held various leadership positions at the Millennium Challenge Corporation from October 2006 to August 2023, including Deputy Vice President and Acting Vice President, overseeing multiple divisions such as Economic Analysis and Monitoring and Evaluation. Prior experience includes work as an economic consultant in South Africa from July 2002 to September 2006 and serving as an Assistant Professor of Development Economics at Middlebury College from August 1997 to July 2002. Thomas Kelly holds a BA in Economics from the University of Notre Dame and a PhD in Economics from the University of California, Riverside.
