Julio Pacca is a seasoned public health leader with extensive experience in HIV/AIDS programs and global health initiatives. Currently serving as Chief of Party for the Efficiencies for Clinical HIV Outcomes (ECHO) project at Abt Associates, Julio oversees a $209 million initiative focused on achieving HIV/AIDS epidemic control in Mozambique. Previously, Julio held senior leadership roles at CARE and the Willows Foundation, providing strategic oversight and technical leadership in Sexual and Reproductive Health and Rights (SRHR). Julio has a strong background in program management, technical assistance, and partnership development, with a proven track record of enhancing program implementation and coordinating funding efforts that garnered significant financial support. Education includes a Master of Public Health from the University of Liverpool and additional degrees in psychology and management sciences.
