Doran J. Barnes

Doran J. Barnes is currently the Secretary at Access Services. Doran has over 30 years of experience in the transportation industry, including stints as a Consultant/Manager at Ernst & Young and Deloitte, Board Member at Access Services, Inc., Chief Executive Officer at Foothill Transit, and General Manager and Chief Executive Officer at Tulsa Transit. Most recently, they served as the Deputy Executive Director at Foothill Transit from April 1997 to August 2001. In their current role, Doran is responsible for providing a wide range of consulting services to transportation agencies, including management performance audits, financial strategic planning, capital improvement planning, annual budgeting, and outreach and presentation materials. Doran has successfully completed projects such as managing a $1.9 billion rail funding program for the California Transportation Commission and conducting a three-year evaluation of the effectiveness of Foothill Transit.

Doran J. Barnes received their Masters degree in Public Administration from the University of Southern California, as well as a certificate in Local Agency Financial Administration. Doran also holds a Bachelor of Arts degree in International Relations from the University of California, Davis.
