Julie Bliss Mullen

Julie Bliss Mullen is the CEO of Aclarity. Julie received their Ph.D. from the University of Massachusetts, Amherst in 2018 and their B.S. in Environmental Engineering from the US EPA in 2012.

Julie has worked on a variety of projects related to the Safe Drinking Water Act (SDWA) implementation including: regional implementation of the tribal program, state regulatory primacy reviews, and Region 1 Water Emergency Response team efforts. Julie also researched and developed a technical paper about 1,4-dioxane in water, including the physical and chemical properties, occurrence, and treatment options.

In addition to their work with the SDWA, Julie also piloted new software tools including Climate Resilience Evaluation and Awareness Tool (CREAT) and Climate Ready Water Utilities (CRWU) with a large public water supply system. Based on the results of the pilot project, Julie developed an adaptation strategy and created a lessons learned and best management practices document for national and regional dissemination to the water sector.

Julie Bliss Mullen attended Uxbidge High School for their college prep. Julie then went on to Worcester Polytechnic Institute where they obtained their BS/BA in Environmental Engineering and Environmental and Sustainability Studies. After Worcester Polytechnic Institute, they attended the University of Massachusetts Amherst as a graduate student in environmental engineering. Julie is currently an ABD Doctor of Philosophy (Ph.D.) candidate in civil & environmental engineering at the University of Massachusetts Amherst.
