In 2002, he graduated from Keio University's Faculty of Policy Management. In 2008 she registered as a lawyer (Hikari Sogo Law Office), and has been a partner lawyer since April 2016. From April 2010 to December 2012, she was seconded to the Personal Information Protection Promotion Office, Consumer Policy Division, Consumer Affairs Agency (now Personal Information Protection Commission Secretariat). Since April 2017, she has been a visiting senior researcher at RIKEN AIP, and since May 2018, visiting professor at the National Institute of Informatics.
