Justin Lucas

Justin Lucas is a seasoned professional in urban planning and infrastructure management, currently serving as the Chief of Operations and Infrastructure and previously as Deputy Director of Planning and Projects at Ada County Highway District (ACHD) since November 2014. With a strong background in planning and programming, Justin has effectively overseen various aspects of strategic planning, capital project management, and coordination with multiple agencies. Prior experience includes roles as Planning Supervisor for the City of Meridian and Planning and Programming Supervisor at ACHD, where Justin managed teams and complex projects. Justin's academic credentials include a Master of City and Regional Planning from California Polytechnic State University and a Bachelor of Science in Geography from Brigham Young University.
