Julian F. Kelly has an extensive work experience in various roles related to nuclear science, technology, and policy. Starting in 1998, they worked as a Metallurgical Chemist and Researcher at W.A. School of Mines. In 1999, they became a Nuclear Nonproliferation Analyst at the Department of Defence in Canberra. From 2001 to 2003, they served as a Nuclear Policy Analyst and Advisor at the Australian Nuclear Science & Technology Organisation (ANSTO).
In 2004, Julian joined the Australian Embassy and Permanent Mission to the UN as a Nuclear Counsellor/Attaché. During this time, they represented Australia at international meetings and was responsible for technical liaison between Australia and the International Atomic Energy Agency (IAEA) on various nuclear issues.
In 2007, Julian became the Chief Technology Officer at Thor Energy, where they directed scientific planning for a thorium-plutonium fuel irradiation experiment. Julian F. worked closely with investors, research partners, and government stakeholders. Julian held this position until 2011 when they founded their own consultancy firm, Xenatom Consult, and served as the Founder and Executive Director until 2018.
From 2015 to 2016, Julian served as the Head of Technical Research at the Royal Commission into the Nuclear Fuel Cycle. In 2017, they founded Isoclide Medical and held the position of Founder and Executive Director until 2020. In 2019, they also worked as the Chief Scientist at PhosEnergy Limited. Currently, Julian holds the position of Chief Scientist (Nuclear & Chemical) at AdvanCell Isotopes Pty Ltd, starting from October 2020.
Julian F. Kelly's education history begins with their Bachelor of Science (Honours) in Chemistry, which they obtained from the University of Adelaide from 1986 to 1989. Julian F. then pursued a Research Fellowship at the Commissariat à l'Energie Nucléaire (CEA) in Paris, France in 1996. Following this, they achieved a PhD in Materials Science/Physical Chemistry from The Australian National University, which they completed from 1994 to 1997. In 1998, they obtained a Graduate Diploma in Metallurgy from the West Australia School of Mines. Additionally, in 1992, Julian F. Kelly had a period of study in Physical Chemistry at Imperial College London, which does not specify a degree attained.
