Rachel Neely, LMSW is currently the Director of Medicaid Policy at ADvancing States. Prior to this role, Rachel worked at Texas Health and Human Services as a Senior Policy Advisor for Medicaid. Rachel has experience as a Lead Policy Specialist and Policy Specialist in Medicaid, focusing on areas such as Consumer Directed Services and Medicaid waiver programs for individuals with disabilities. Rachel also has internship experience in social work and legislative research at various organizations. Rachel holds a B.A. in English Language and Literature, a Master's Degree in Social Work, and a Graduate Certificate in Public Administration.
