William Kou is the Head of Business Development for North America at Advantest, focusing on AI/ML deployment for semiconductor production and testing since July 2025. An active member of the Chinese American Semiconductor Professional Association (CASPA) since 2008 and a Board of Director since 2009, Kou has held various leadership roles in the semiconductor industry, including VP Sales at Expedera Inc., where work involved AI/ML optimized NPUs, and Regional Sales Director at proteanTecs, providing AI-driven monitoring solutions for ASICs. Prior experience includes serving as Director of Sales at GUC, Senior Account Manager at United Microelectronics Corporation and Chartered Semiconductor, and Regional Sales Manager at Lattice Semiconductor. Kou began a career at IBM as Account Manager for EDA software sales and business development. Kou holds a BSEE from The Ohio State University and an MSEE from the University of Minnesota with a minor in Computer Science.
