David Phillips

Chief Operating Officer at Alcohol and Gaming Commission of Ontario

David Phillips has a diverse work experience. David most recently worked as the Chief Operating Officer at The Alcohol and Gaming Commission of Ontario since March 2020. Prior to that, they were the General Counsel and Principal at Navigator Ltd. from August 2018 to March 2020. David also held various roles at OCS Ontario Cannabis Store, including Acting President and Vice President of Strategy and Partnerships in 2018. Additionally, David served as the Director of Regulatory Intelligence and Innovation at The Alcohol and Gaming Commission of Ontario from February 2013 to March 2018. David has also worked as the Chief of Staff for the Ontario Ministry of the Attorney General, Chief of Staff for the Government House Leader, and Chief of Staff for the Minister of Community Safety and Correctional Services. Before their government roles, they were an Associate at McCarthy Tétrault and a Senior Policy Advisor to the Attorney General of Ontario.

David Phillips attended the University of Toronto from 1999 to 2002, where they obtained a Bachelor of Arts (B.A.) degree in Political Science and Government. Following this, they attended Western University from 2003 to 2006, where they completed a LLB degree in Law.
