Victor Ben Sheer is a seasoned software development professional with extensive experience managing and leading development teams across various organizations. Currently serving as Senior Manager of Software Development at AAMVA since January 2013, Victor oversees multiple development projects, including the Testing, Verification, and Certification system for complex transaction applications. Previously, at EMC Corporation from 2003 to 2013, Victor led the engineering department for the ApplicationXtender product suite, guiding teams through significant product releases. Victor's experience also includes key roles at Legato Systems, OTG Software, COMSAT Corp, EasyRun, and Edunetics, contributing to the architecture and development of various software systems and products. Victor holds an M.Sc.Eng. in Computer Science and Engineering (cum laude) from Tashkent State Technical University.
AAMVA (American Association of Motor Vehicle Administrators)
The American Association of Motor Vehicle Administrators (AAMVA) is a tax-exempt, nonprofit organization developing model programs in motor vehicle administration, law enforcement and highway safety. The association also serves as an information clearinghouse in these areas, and acts as the international spokesman for these interests. Founded in 1933, AAMVA represents the state and provincial officials in the United States and Canada who administer and enforce motor vehicle laws. AAMVA’s programs encourage uniformity and reciprocity among the states and provinces. The association also serves as a liaison with other levels of government and the private sector. Its development and research activities provide guidelines for more effective public service. AAMVA’s membership includes associations, organizations and businesses that share an interest in the association’s goals.
