Carol Hayes possesses extensive experience in women's health and health policy, currently serving as the Liaison to the CDC Advisory Committee on Immunization Practice for the American College of Nurse-Midwives since 2013. As an Immunization Content Expert, Carol developed educational materials for midwives on vaccine safety and patient communication. A consultant since 1991, Carol has advised on clinical and policy matters, and previously held positions such as Lead Clinician for Planned Parenthood Southeast and Advanced Practice Nurse at Atlanta Perinatal Associates. An educator as well, Carol has taught women's health and public policy at Georgia State University and provided training on HIV in women through the South East AIDS Training and Education Center. Carol's academic background includes several degrees from Emory University, culminating in a Master of Public Health and a Master of Science in Nurse Midwifery.

The American College of Nurse-Midwives (ACNM) is the professional association that represents certified nurse-midwives (CNMs) and certified midwives (CMs) in the United States. With roots dating to 1929, ACNM is the oldest women's health care organization in the United States. It provides research, administers and promotes continuing education programs, establishes clinical practice standards, and creates liaisons with state and federal agencies and members of Congress. The mission of ACNM is to promote the health and well-being of women and infants within their families and communities through the development and support of the profession of midwifery as practiced by CNMs and CMs. The philosophy inherent in the profession states that midwives believe every individual has the right to safe, satisfying health care with respect for human dignity and cultural variations.
