Kim Marcotte

Kim Marcotte is a Principal Planner and Shareholder at Anchor QEA, leading the Pacific Offshore Wind initiative for Oregon and Washington, overseeing the Water Resources Program for the Pacific Northwest, and managing the Portland Office. With extensive experience as a project manager, Kim has developed and implemented regulatory compliance strategies for complex projects such as port expansions, transportation improvements, habitat conservation plans, and energy facilities, primarily focusing on NEPA, SEPA, and related regulations. Prior experience includes serving as a Senior Managing Planner at ICF International, where Kim handled NEPA, SEPA, and CEQA compliance for various projects. Kim holds a Master's Degree in International Development and Plant Science from the University of California, Davis, and a Bachelor's Degree in Economics and Spanish from DePauw University.
