Julie is involved in supporting Learning and Development departments in creating effective post-training interventions using technology and cognitive science to integrate learning into everyday life and improve performance.

- Director, Learning Solutions at ellicom from March 2018 to August 2018. Prior to this, they held the role of Senior Advisor, Learning Strategies from March 2017 to March 2018, Head of Instructional Design from December 2016 to March 2017, and Instructional Designer from November 2014 to December 2016. Their responsibilities included designing effective and innovative training solutions, creating e-learning modules, hybrid workshops, and training strategies with a lasting impact on learners.

- Network Development Officer at the National Collaborating Centre for Healthy Public Policy (NCCHPP) from November 2010 to October 2014. Their role involved developing and facilitating training and courses on public policy analysis and health impact assessment through online courses, workshops, and webinars.

- Researcher at Université de Montréal from January 2009 to September 2009, and at the University of Amsterdam from April 2005 to December 2008.

Julie Castonguay completed their International Baccalaureate degree at Pearson College UWC from 1997 to 1999. Julie then went on to earn a Bachelor and Master's degree in International Economics from Maastricht University, graduating in 2004. Following this, they pursued a Doctor of Philosophy (Ph.D.) in Public Administration with a specialization in the evaluation of training and internship programs for the unemployed at the University of Amsterdam, finishing in 2008.
